(Edit) Okay, so the idea is that the three main governments are in varying states of stuck-mid-plot. One idea is to have the GM's run all three temporarily and get things moving. Another idea (Which seems to have the most pull) is to merge two governments (The New Galactic Order, and the Free People's Systems) and have that one be GM run, while leaving the Daimon Empire as is. A third option would be to do nothing, and let the players solve the issue. I just wanted to get an idea of what everyone feels is necessary to get the game moving smoothly again. Char makes an excellent point below.

For me, the key phrase is "for the time being"--but I'd like to add that I think the people who put time and creativity into those governments should be given a chance, in particular, to put forth ideas about their fates. If they really do want to return to play regularly or semi-regularly, then that should stand, but with them absent there's a big hole in what/how RP here moves forward.
I don't think it's meant to be a permanent thing, and in the future I doubt it will slide into The Way Things Are around here. For now, though, we've got some of the richest canon systems absorbed in politics we can't tap into IC, and that needs to change.
